If netflix is paying for a terrabyte of bandwidth o month from their ISP, why can't they use it. If users pay to use up to a a certain speed and they constantly use 100% of it on netflix, they are using what they paid for.

Right now only the government has the power to dictate large scale censorship, because the internet is considered ass "free-space", despite being officially under government control. They don't censor because it would draw much attention and people would complain, for good reason.
