They've been inching towards region-free in baby steps. More than a few high-profile 3DS titles were pseudo-regionfree, coming with all languages built-in and changing them depending on console locale. Planet Robobot and Hyrule Warriors are two off the top of my head.

Tabata explicitly said that M&L is the standard Mario RPG and rather stick with that while they use Paper Mario for their silly "experimental" puzzle solving shit. (see pic related #2)
