Am I the only who who don't give a fucking shit about lore in most games?
I really love RPG's, but when they offer me to sit down and read a 200 page document detailing every origin of every fucking character and event I really lose my shit.
It's not even better when NPC's go on and explain everything to you.
Etc.
I completely understand that the story of most RPG's come high on the priority list, and that people have worked tiredlessly to write as good a story as possible, but I really can't make myself get invested in deep lore if the tiniest hovel has as rich and deep story as the main plot then I just don't see the point in reading anything.
What's the deal of every RPG trying to be the new LoTR? Can't I just frollick around an enchanted forest for a few minutes without being interrupted by codex updates or an NPC startling me and want to tell me the importance of facial tattoos on degenerate forest men? So I have to go ahead and read it all if I want to be able to enjoy the full experience? Piss off.

Older games tended to have lots of trivial or unexplained locations. A good example is Arcanum. You can find a number of dungeons, caves and just locations which are just there, with no lore or explanation.
That said, every major location should have lore associated with it, because your character is supposed to give a shit about it.

lore should be considered by by devs and only implied through the seemingly arbitrary details that a casual player will take for granted. upon further inspection/replays it should make the details seem necessary and serve as a reward for exploration and analytic thought especially if there is a gameplay reward for understanding the narrative on a higher level. characters, history, plot justifications shouldn't have to be spelled out explicitly, but "just make sense" due to lore. if you want to learn more about a character you optionally explore places relevant to their past to find artifacts that add depth.

The function of lore should be just to help the game immerse the players. Lore autists are faggots. Morrowind did this nicely, the lore is extremely immersive, well thought, and massive, but it will just fuck your brain up if you try to dwell deep into it and connect all the pieces.

Subtle lore is best lore. I don't want to sit there and watch half hour cutscenes, and I don't want to sit there and read loads and loads of dialogue. But some games manage too spread out their lore with short cutscenes and little bits of dialogue spread out, and a lot of visual shit you just see around the levels. And a lot of people might not notice it, but then when you stop to think about it, you realize there actually was a pretty cool story there all along. That's how you do lore right in games.
The Zelda timeline made enough sense that you could figure it out, or at least get close to what the book eventually said, just by paying attention to the games. The only thing that really seemed out of the blue was saying that the original games took place in a timeline where Ganon killed link. But even that is a minor change. Otherwise you could just say all those games take place between Ocarina of Time and Wind Waker, and it doesn't really change anything.
Zelda does a good job with lore. Interesting enough to make you think about it and make it fun to speculate on, but subtle enough that if you don't give a shit you can just ignore it and not really miss much, or have to sit through tons of cutscenes and dialogue.
Also the game needs to be good in the first place or else I don't give a shit. I'll sit there and think about the intricacies of stupid series that people say have no lore, as long as I like the gameplay. But playing a game for the story, despite having shitty gameplay, is retarded.

Lore is nice, but designers and writers need to learn how to pace the stuff. Don't give several page info dumps, scatter it about. I'm kinda a fan of putting details into bestiary pages and the like. I despise audio tapes, but that's just me.

Well, the thing is that there's good ways to develop a setting and bad ways. OP described a very bad way to do it, and it's the most common way it's done because that kind of pointless fluff is used by shitty writers to give the impression that thought was put into the setting when it really wasn't. This is a big part of why people think Bioware, Obsidian, ect. used to be good, when they really weren't. The fact that King Hobo the XXI enacted a law requiring ducks to wear long pants is completely irrelevant to anything going on in the game's plot. Compare this to Xenogears. Everything it talks about that happened hundreds or even thousands of years ago is part of the reason things are happening the way they are in the time period the game takes place. It's relevant to what's happening right at that moment in the game, and that's what makes for a good setting. It shows that the writer had an idea of how the history of the world shaped its present.

I love lore, but only when it's super light and mostly just hints and nods towards a larger picture, and not text dumps of dull information in some ingame encyclopedia. Souls games straddle the line, but I still don't find it very interesting.
Fuel did it just fine for me. No dialogue, characters, or textdumps, just a little flavor text describing each zone and the manner in which it's totally fucked as humanity comes to an end.
