Not to get all Smogon on you I'm not a smogon fag, just a showdown simulator fag but out of the gen 2 starters only Meganium is on the BL list. BL is borderline which puts it right next to top tier. Now this really doesn't mean shit other than how much it's used, but in competitive play it's the most common of the starters and from experience I would agree and say it's the most useful to the metagame.

Mind you to about 90% of pokemon players all that means absolutely nothing, so take it with a grain of salt. Still I totally agree about it having a great move pool well worth the early weakness against Falkner.
