That's not what they are at all, you're just describing poor people as such. The point of lumpenproles is that they are not part of the working class who goes to a workplace with other workers, instead they engage in petty crime to survive, hence they are less likely to develop class consciousness. They are the ones who are usually not as "socialized" and "integrated" as the rest, yet there's some potential precisely in that.
But this differentiation is becoming outdated today when the classic workplace and work relations are disappearing, workers being forced to "liberate" themselves and become self-entrepreneurs. Hence there's less class consciousness than ever before.
