It's the publishers's choice to censor the game, as long as it complies by Steam's rules. By what I'm seeing they just added purple/pink smoke to scenes to reduce the visibility of nudity. That's not even like adding extra clothes.

But again: if it doesn't show anything, then Steam will accept the uncensored version. Steam is a non-issue if the game doesn't show anything explicit. The problem is the publisher, and it's still down to their choice if they want to use the uncensored assets. They may not, no matter how many signatures go on the petition.
