In areas predominantly non-white, charge more for services, and lower those costs as the area becomes more white, which should help provide funds necessary to orchestrate this strategy. We could also use a non-profit to fund "poor europeans living in majority non-white inner cities", and basically give them money to reproduce and shift the demographics back to white. This entire strategy doesn't even require those whites present to be natsoc, only that the business owners and landlords are.
