No, the deadline of the release of the documents was mandated in 1992 by the "President John F. Kennedy Assassination Records Collection Act". The only person that could delay that in part or full is the President. Trump delayed the release of the juicy stuff at the urging of the CIA, he did not have to, it was his decision.
