The victim "deciding not to press charges" means nothing other than the victim isn't cooperating with police and won't support the prosecution. Typically that means the prosecutor doesn't move forward since the case would be difficult without the cooperation of the victim. However strictly speaking the cooperation of the victim is not necessary and the prosecutor can decided to press charges even though the victim says he isn't "pressing charges".

More notably however is if the victim says he's "pressing charges" but the prosecutor decides not to press charges. (Which will doubtlessly be the case here.) In that scenario nothing happens, the victim is totally at the mercy of the prosecutor or a lynch mob… to get justice.
