I'm going to try to address a few of a leads here to provide some further context or explain why they might not point anywhere of use.

What were you hoping to gain from this dump? I can tell you right now what's being dubbed as the river city spam list does NOT contain all of the fields HaveIBeenPwned lists out for each and every entry. It lists address and IP address because there are a few entries that do include those fields but for the most part it's a near pure email list for the purposes of bulk spam including through some SMTP server botnets.

Doubtful there is anything to be gained from Paddock there. The entries that do have additional fields are going to be open-source findable.

Good find, people should be looking for those kind of pivot points across usernames with the same string as opposed to purely with the email. There is also a Dailymotion account registered under pwrpuff78 that is within a database dump. I do not have access to that.

See above comments. There is nothing within any of those dumps that will provide anything of use that hasn't already been found.

Unrelated. I found several emails and usernames owned by that person who has used pwrpuff78 as a password. As mentioned by another user it's a number that is particular to the series so it's not surprising the same string has been used by different people.

He is pretty much confirmed glow in the dark at this point.

I don't know the source, but I do remember seeing it before the email got out, and it's always had the reflection.
