Is there a PDF you can link me that has sources? The one I found doesn't list any, I looked up the names of those in the Council of People's Commissars. Only 3 are Jews according to the Coincidence Detector and information listed by wikipedia. Some of the names I searched up for other positions aren't even there.

Want a really good example of Jewish Influence? Jacob Schiff. He was a banker who financed the Japanese-Russo war that led to Japans victory and weakened the Russian empire, he funded Japan because he was aware of the antisemitism in Russia. That alone is an example of Jews looking out for their own group at the detriment of others, and using international finance no less. He also funded the revolution that brought about the provisional government (not the bolshevik one). Trotsky was actually funded by the Germans, but later turned on Germany once he achieved power. After the bolshevik revolution got rid of the provisional government, Schiff funded white Russians to fight the bolsheviks because he was scared of the American populace hating Jews since Lenin and co. were mostly Jews. The whole thing is really interesting, since you have Jews controlling things on both sides, and the fact that both Governments, the provisional and bolshevik were both overtly pro Jewish.

I have been looking for sources on that myself, and I can't find any for that specific number. However I was able to find a few things. The first is a claim by David Irving who says that in the Archives of the Heydrich papers that there are lists of the top 500 Communist officials, and that most of them are Jewish. I embedded the video in which he says this, he directly mentions the list at the 30:29 mark. It might be worth emailing him to know what archives the list is in so we can access it, or, if he could reproduce them and put it on his website. (his email: focalp at aol dot com)
The second one is the famous putin claim that a majority of the first soviet government was Jewish. I cannot find any archival evidence of this though.
Next one, Richard Korherr submitted to Himmler this analysis on the disproportionately high percentage of Jews in the Russian communist party. The years are for 1926/27 but its more good information. The document is transcribed in German, so here's the translated version
