100% bullshit. Compression is heavy, but decompression is one of the lightest CPU operations you can do. You'd be delimited by disk IO way before the CPU bottlenecks you, and even so, you decompress before loading the decompressed assets into memory, so it wouldn't matter even if your CPU was saturated with the decompression. In fact, compression usually lets you load things faster, because you're almost always bottlenecked by IO, not CPU use, when it comes to loading assets off storage. Audio can be compressed with better codecs, and video can too, but the issue is that if they're using a lot of floating-point data (as cinematics, models, and maps largely tend to be) and custom image formats, that shit doesn't compress well. Compression would bring you down maybe 10% at the most.
If the space is being eaten by audio, images, and videos, then yes, that's entirely their fault for not using a more efficient format and compressing carefully, if it's all model and stage data, there's very little you can do to efficiently compress it.
