My 6950 doesn't even meet the minimum requirements of many games and I can still get 60fps.

Could be cutscenes too, I ran windirstat the other day and learned that Metal Gear Rising has 24Gb of cutscenes (why don't they just do this shit in engine, the cutscenes don't even look that good)

Uncompressed everything. Current gen console CPUs are too weak to handle compression, and devs don't give a shit about customers with bandwidth limitations.

100% bullshit. Compression is heavy, but decompression is one of the lightest CPU operations you can do. You'd be delimited by disk IO way before the CPU bottlenecks you, and even so, you decompress before loading the decompressed assets into memory, so it wouldn't matter even if your CPU was saturated with the decompression.
In fact, compression usually lets you load things faster, because you're almost always bottlenecked by IO, not CPU use, when it comes to loading assets off storage. Audio can be compressed with better codecs, and video can too, but the issue is that if they're using a lot of floating-point data (as cinematics, models, and maps largely tend to be) and custom image formats, that shit doesn't compress well. Compression would bring you down maybe 10% at the most.

If the space is being eaten by audio, images, and videos, then yes, that's entirely their fault for not using a more efficient format and compressing carefully, if it's all model and stage data, there's very little you can do to efficiently compress it.

Only if the data is already in an inefficient form, like some ascii model format. Piles of floating point values don't compress very well unless you have lots of the same value repeating over and over again.

I loaded up F4 on a toaster. Would pause every 2 secs. Worked out it was all these giant fuckin textures.
Visual quality wasn't that different but it ran smooth as butter. Idiots could've just given me a 1gb texture pack instead of all this fucking around.
