America has an interest in North Korea so they can encircle china and russia. Russia and China have the opposing interest, to prevent encirclement. Control of north korea wouldn't just provide access to their rich mining resources, but Russia shares a land border with North Korea, and having enemy states at land borders is disadvantageous, to say the least.
