No, it used to be bright yellow/white at the tip and black/brown at the base. Then they simplified it to being all yellow except at the base.

Also it was never "Looney Toons", it was "Tunes" since WB was mimicking Disney's Silly Symphonies with Looney Tunes and Merry Melodies.
