Because that's accurate to how guns were reloaded before the spread of removable magazines. If your gun holds five rounds and you only shoot two your not going to pull out a five round clip, get it in the guide slot, then try to awkwardly push just two rounds off the bottom of it, you're going to load it with loose rounds one by one. A lot of old rifles even had magazine holds to keep the gun from chambering a round on open so you could keep topping it off it one round at a time and keep your magazine full for when you needed it. The alternative of loading a full five round clip into the magazine regardless of how many rounds were left in it would be something that would actually trigger people.

#1. I don't understand what you're upset about in regards to the reloading animation. The way the character reloads the rifles in the game is how it would be done IRL. You have clips that hold five rounds apiece and are used to feed bullets into the fixed magazine of the rifle. If you need to load less than 5 rounds you load each round individually. It's absolutely accurate.
