10 Luck plus the Jinxed trait is a hilarious way to cheese the game. You basically just sit there and never attack while your enemies blow themselves up trying to hit you and crit failing every time.

Tag unarmed combat for your fights against creatures who don't use weapons(crit fails are much less damaging against non weapon users), get the best armor you can, and basically let any fag who uses a weapon kill himself with crit fails.

I'm finding it infuriating trying to get to San Fransisco as the moment. The encounters keep fucking my face and I barely evaded the fucking Enclave, my guy with levels can handle this and I had a high outdoorsman so I could simply say no but every fucking step I take I get an encounter, god damn it.

Sniper Rifles are good too, and they have better range so you can initiate combat from further away. Energy weapons are great vs robots but they suck for most of the game, so nobody should use them as their first choice.
It has good parts. Compared to F1 it's pretty bad, yes.
The enclaves are a bitch. Move one step, stop, save. Move one step, stop, save. Took me maybe 20 minutes. Also, walking from den or klamath instead of arroyo and as far as possible from the enclave base helps, even though you'd need to get to enclave base to get the power armor. Just be a bit patient, and get the radar thingy or something from SF that increases your outdorsman even more.

Yep, use extra skill points to raise it to 100 or 150% and then take Tag! to double it for the end game when Energy Weapons are plentiful and useful.
It's pretty much a waste though, unless you want to fool around, since Small Guns is so overwhelmingly overpowered compared to the Big and Energy.

Indeed it does. Bonus Rate of Fire and Fast Shot (has penalties) can reduce this. It's reasonably fair considering how advantageous ranged fighting can be over engaging multiple targets in melee.
Super sledge cost is fair considering the damn thing will knock enemies a hundred feet away. I found I was only able to hit enemies with it once per round. But you're right, melee attacks have lower AP costs in general.
I think the idea was that you would want to save some AP to raise your Armor Class at the end of your turns, since being in melee is supposed to be dangerous.
Fighting in melee against enemies that use burst weapons is still a bad idea but you are again correct, after a certain point melee does become too easy.
I don't understand why it should always critically hit but you can make it so it does. 10 Luck and Sniper means every bullet that hits will be critical.
Range makes a tremendous difference in accuracy. The other 2 are personal points, I think the system is fine this way but I can see points for the alternative.
There are a lot of factors in play that reduce that 120%. Being even a few hexes away starts to take away from your 120%. As does enemy armor class, lighting conditions, ammo type used, the guns themselves. You're under the false impression that 100% is 100%, in reality, you are only 1/3rd as good at that skill as you could be.
Aiming for the specific body parts isn't just some kind of fun, it has a real purpose in game. You are spending an extra AP to try and land an extra effect by hitting a specific section of an enemy. From a real world standpoint, sure that doesn't make any sense, but it's a video game.
Why would you want to skip the NPCs turn? This doesn't make any sense.

I know you're fooling around, but in Fallout 2 (and 1 to some degree with a turbo plasma rifle) when you got a BFG it really felt like it. In Fallout 4 you never get to bully low-level encounters because of the shitty level scaling. There's something to be said for powerful weapons actually feeling powerful.

You can use resources to mod existing guns, guns with affixes drop from legendary enemies and can be bullshit like "double damage on full health enemies" on a sniper rifle or "fires two projectiles" on a fat man. How much time it needs to read from the cd vs. reading from memory. Bigger installation means less time spent reading the cd (since it's all in memory), which means a faster game.

I remember wanting one of those back in the day just so I had more storage space for my Sailor Moon hentai pictures.
I wanted a SuperDisk drive, because they were backwards compatible with standard floppies, but they went under too quickly. Zip disks are easier to acquire, and I see them on occasion in thrift stores and yardsales, so a drive would be handy.
My floppy collection in the nineties was full of DOS warez and cracks, NESTICLE, VGB-DOS, and a few ROMs for each.
What's stupid is, I have a 486 and a first-gen Pentium system in my office, and neither one likes anything but 3.5" floppy drives. Not CDROM drives, not even 5.25" floppy drives. Each one has stupid BIOS issues that keep them from mounting new hardware. They both halt when attempting to access the BIOS; the Pentium because the battery in the DALLAS chip died, and bypassing the battery takes a rotary tool and more effort than I care to expend.

Yes, the original Fallout games are incredibly buggy games with horrible combat, broken balance and are fairly ugly.
