It's going to be a very shot game an0n.
The best way I can think off to make a Gaurdsman FPS is to play as a regiment, not a single soldier.
You can "jump" from solider to soldier to control them, and you have to achieve your objective with minimal losses of life (or before running out of bodies)

Then after every mission you got a barracks section where you mingle with the guardsmen and mourn the fallen. And some of the fallen come back with cybernetics.
By the end of the game almost the entire regiment is gone, but the Imperium is victoriuos. Then the game ends with replacements coming in as you ship to another front, ready to be thrown into an another grinder.
