I've come to the conclusion that this is false dichotomy. The argument always centers around corruption. Big gov is acknowledged at being more effective in leading a nation, but corrupt people/psychopaths will be attracted to this centralization of power and if/when they gain control of it the amount of power they will wield would be to dangerous. Therefore, though a small gov may be less effective or impotent in steering the nation, it is worth it since when the government becomes corrupt it will be to small to destroy the nation.
The problem though is that a small government is incapable of protecting itself from the influence of some other larger organization. All those corrupt people attracted to power avoided the government and go into business, banking, media, acadamia, etc. Now through their multiple avenues of influence can control the small government whilst wielding as much power as they would have if they were in control of a big government.
This is the ultimate truth as I see it. There are only big governments. Once you accept this you realize that combating governmental corruption can only be addressed through understanding population power dynamics. This is the simplest breakdown I have been able to outline:
Poor/Working Majority ←> Government ←> Wealthy Elite Minority
The government is most vulnerable to the elite. Their money and affluence allows them to exert tremendous pressure on the personal lives of government officials. The wealthy push the government to oppress the working majority to protect and grow their wealth and power ever more. The working majority's loyalty and willingness to fight and protect their nation grants the government sufficient power to threaten and control the elite minority.

The size of government expands as sovereignty is divided, and the more evenly powers are distributed, the less effective the whole system is. Analogies to the stellar cycle are not misplaced here, I think.
