Pretty much. To the best of my knowledge HL3 has been in and out of development 3 times now. First as Episode 3, then as a full blown game two times with the latest iteration being some sort of open world thing with RPG elements if the Dota 2 file leaks are any indication.

She begins to believe that she's a goddess, and forms her own strange mythology/religion based around cyborgs and machinery. Her plan to 'destroy humanity' was only in SS2, which completely missed the point of her motive in the first game, which was to unite humanity [willing or not] under technology, first by razing the cities of Earth with a huge laser. [This could be handwaved that SS2 shodan is a different program and has developed a personality that branches from SS1 shodan, but I'm doubtful.] [I should also clarify that even though I sound like I'm trashing SS2 here, it's still a great game.]
