We're not allowed to handle DMCA requests. Those have to be e-mailed to some other guy.
Stalking people across boards is not outright impossible, but it would be a huge pain in the ass. There is no way to get a global posting history. You can click someone's global ID and get the posting history on that board, and someone's global ID is the same on every board, but there's no way to look for a particular global ID. Someone who has mod access to two boards can tell whether posts on those two boards were made by the same person, if they're already suspecting those two posts, but there's no easy way to find out which posts someone made on another board. I think it's safe to say that none of the globals have the patience to do that.
