That's one way of looking at it but it's a bit more complex than that. Reactors are operated in a critical configuration where the fuel absorbs as many neutrons as they loose. Nuclear weapons achieve supercriticality which means that they absorb MORE neutrons than they release for the very brief period of operation. Nuclear materials don't like to be in a supercritical configuration so they disassemble themselves rapidly. The whole trick of nuclear weapon design it to force a sub critical mass or masses into as supercritical configuration as fast as possible to prevent predetonation, i.e. a fizzle. Reactor grade material has too many neutrons so it blows itself apart before it ever reaches optimum configuration.

A German historian has claimed in a new book that Nazi scientists successfully tested a tactical nuclear weapon in the last months of World War II.

Rainer Karlsch said that new research in Soviet and also Western archives, along with measurements carried out at one of the test sites, provided evidence for the existence of the weapon.
