That's not what they mean by lack of public interest. They mean it in the legal sense, which is worse than what you think. Think of it like any other policy decision. The government would argue in court, for instance, that it has a "public interest" in guaranteeing "safety" through gun control, and that over rules the right in that particular instance.
They are saying the public's interest in Hillary Clinton's emails as a matter of transparency and good does not outweigh their claims of classified information and her privacy. They are calling attempt to obtain the information INHERENTLY ILLEGITIMATE, which is worse than what you thought it was.
That means getting riled up about it to prove there's "interest" will accomplish nothing.

It's not legitimate because it makes sense, it's legitimacy, like any idea, is entirely dependent on how many people by into it(and which ones), because that gives it power. The system of bureaucracy that nobody watches behind the scenes of government operates on it because everybody in that bureaucracy believes it.
