Looked into it OP, turns out the www.highlandsgroup.net and the www.highlandsforum.org/ are two separate groups that work in close correlation together, a thing to note is that Forum is run by arl.psu.edu/, Penn State's Applied Research Lab, a Department of Defense research platform. Where as the group has a rather small base, being based in what looks like a house in Bethesda, Washington DC. The "Highlands group" looks more like a weaker spin off of the more professional "Highlands Forum", the "Highlands group" also looks as though it has registered a business under "The Highlands Group Inc." due to the copyright on the bottom of their page, however any searching of "The Highlands Group Inc." comes up with smaller businesses with little to no relation to the "Group".
