No. There are a few steps you need to take, but in the end, you will require a real, official cart of a Gen 5 game. First, make it "legal" by editing the ability, known moves, area met, and level caught. Take care to make sure that every single detail matches a mon that could have legitimately come from an official game, because pokebank does hackchecks to try keeping out anything that doesn't look legit. Then trade it to a real copy of B/W/B2/W2 - not a ROM on a flashcart - and then transfer it to pokebank from that.
