French cops don't have half the training nor equipment some US departments have. The conditions required by the french law for the cops to be considered in self-defense have been changed recently. They can now use their wepons when a driver won't stop his car, because the fleeing suspect could be considered a potential threat to someone's physical integrity.
Before this new law, the cops wouldn't have been considered in self-defense, and therefore most certainly wouldn't have shot the driver.
