And whenever private initiatives (mostly lulbertarian ones) tried to use claimed sandbars as foundations for artificial islands some nearby third world nations backed by Western countries moves in to "claim" everything.

The water part has been mostly solved by a miracle material called graphene which is really good as a water desalination filter. Just need to figure out how to mass produce the stuff.
