A spook is a fixed idea that you let possess you and sacrifice your own interests or desires to it. So nothing is inherently spooky, but it is one's relation to it that makes it so.

This also means anything can be a spook, including spook itself - for instance, if you are so terrified of encountering a fixed idea, that you refuse to make claims or read new material, or you quit things you actually greatly enjoy to avoid potential "spookiness" connected to them, then you have turned that spookiness into a spook that you are letting dominate your life.
That being said, very few people are paralyzed by anti-nationalism. Nationalism is simply terrible and they respond accordingly.
