I rescind my first post after analysis. There is no proof (yet) that the wheels left the road. The braking occurred when front end made maximum compression. We aren't for sure how long/wide the crossway is but you can assume the vehicle's lift began at the entrance of the crossway and we can only see the dodge descending at the start of video and braking upon "impact" with what appears to be over a car length past the crossway.

There are speed bumps on either side marked by signs. He put on his brakes as he went over the one at the outset. I'm not sure what sort of speed bumps you have driven over, but most will make your car bob up and down quite a bit. Your perception of speed is off. He wasn't traveling more than 10 mph, and the damage to his car indicates that. Note that there are signs along that road that warn pedestrians of moving vehicles and tells them not to loiter in the area. It is pretty dumb to block a road at the end of a steep hill like that.
