Dictatorship - openly autocratic/single party state, hereditary power often common. E.g. North Korea
Fascism - a unique form of extreme nationalism and decaying capitalism. E.g. Nazi Germany

I'm against the PRC and USSR but I wouldn't call them fascist. Fascists tried to destroy the USSR.

you know when you read the interviews of Mussolini before the rise to power of Hitler he is calmly saying that race is a spook and that jewish are actualy good citizens. The main point of fascism wasn't races or religion, it was just a will for a powerfull state and a form of nationalistic third way between capitalism and socialism.
The problem is that when Hitler came to power Mussolini wanted to become closer to germany and for this he perverted his own ideology with racism.
But the initial goal of facism was not race conciousness or another bullshit like that just a third way who strived for the end of class warfare and the cooperation of the classes for the state.

Fascism is a type of totalitarian regime which shares similarities with authoritarian regimes but also seeks a radical transformation of society and attempts a sort of mass active engagement of the population to meet this end. Its main objective is always the marriage of capitalism with traditional, authoritarian values so that one can have both the benefits of capitalism without its culturally devastating contradictions (whether it can achieve this is questionable). Ethnic nationalism is a totally tangential feature of a specific type of fascism, and by no means a defining feature.
