Basically, at present, its highly 'dangerous' to present oneself before the masses as a potential thought-leader, UNLESS you have no fear of the ramifications because of the true nature of your position, for any of a number of reasons - that is to say, at present, the majority of the people willing to stand against the imposed multi-tiered fears which inhibit others from speaking out, are those who have no fear of such, because they some other mechanism acting to protect and insulate them. That is, controlled-opposition.
Those people are willing to face the hazards of such a position/presentation of oneself, because they are insulated from the worst of the consequences AND/OR have such benefits laid before them as to make it worthwhile.
Example? For many, speaking out is a hazard because they could lose their jobs… But what if you're a controlled-op stooge who has financial backing from elsewhere, specifically those controlling you, such that loss of employment is no real threat, and the reimbursement is significant in monetary or influential terms?
You're much more likely to present yourself in that manner than someone who does not have such assurances - and it also puts you a bit ahead of the curve, such that, as might be hoped by your controllers, you can "get in at the ground floor", so to speak, and have greater control/influence in what arises afterward… In theory, at least.

The problem, for them, comes in when such action shifts the Overton window, or its equivalent in social terms, such that others who are more legitimate than you, more charismatic than you, who have been freed from the fears of the hazards due to your actions (even though they do not possess the insulation/reimbursement you received), begin to step forward.

Hence, stepping stone - Trump, the alt-right, all this bullshit? This is the building of a foundation.

The hope, I wager, is that they can try to get these controlled individuals into positions of influence, such that they can direct this uprising down a path the controllers desire - but in doing so, they are eliminating many of the inhibitors to ACTUAL leaders, legitimate, charismatic, bearing vision of wide-appeal, stepping forward.
