I could see a NK missile accidentally hitting Japan because the NorKs are a bunch of skeletons who can't into engineering. And the US would let the missile get through to give us a global casus belli to turn North Korea into a wasteland.

See in the event of a war pt 2, they would target and destroy american Assets in JP Guam, and Hawaii, thereby ensuring that we have to mass more assets and take back the pacific after utterly loosing the Korean Peninsula. In the event of a war, the South Korean Peninsula is to be written off for 5 months as Japan is used as a staging area for a deployment of both nuclear assets and ground forces. The Bunker buster nukes would be used first to take out the massive underground complexes NK has. Then assets would deploy from Japan, encircle the peninsula, then vice grip in from all sides.
Taking out Japan, Hawaii, Guam, and maybe even San Diego/ the Panama canal region cripples asset deployment within the pacific region.

Japan's military spending is on par with the UK's, they just don't call it a military. The tanks and fighter planes are "specialist vehicles" and the navy is an extremely well-armed "search and rescue" force.
