Most gun sales are for collectors who have like 50 variants of AR. Most people who aren't extreme hobbyists or planning on arming their neighborhood single-handedly have one or two in their house and don't feel the need for more. Basically, the market is saturated, there's more guns than people, and guns don't go bad so once you have one you don't need to replace it. Eventually the demand will slacken and it looks like it's now.

The barrel dimensions are different, which is why you'd need a new complete upper. You can use the same lower only. But that means having different calibers on one lower. That means, if applicable, you would only need to register one firearm, but shoot many calibers.
Is .308 better is an objectively difficult question. What are you shooting? Will you sacrifice capacity for knockdown power? Will you sacrifice capacity for longer range?

No, this is fudlore American gunowners tell themselves to make themselves feel better about not having them.

Back in WWII, America had a semi-automatic .30-06 rifle, more firepower than any other service rifle. Germans and Russians were both using bolt-action rifles. Well, the German's had some interesting innovation on this front, but my point is the Russians. Towards the end of the war they began heavy adoption of submachine guns. Pistol caliber, high capacity, fully automatic. In urban warfare this was extraordinarily effective.

After the war, America decided to upgrade their service rifle to the M14. More or less a fully automatic M1, still firing a full power rifle round, it beat up shooters and is generally considered not particularly effective. So America downsized to the 5.56. And as we all know, the meme in America is that fully automatic 5.56 isn't effective for anything but suppressing fire; well aimed single shots are more effective. That doctrine comes from America's history with automatic rifles in full-sized calibers.

Russia though is different. Remember they got experience with subguns during WWII and liked it a lot. After the war they produced their AK-47. The design philosophy of that firearm was influenced more by their past with subguns than with rifles. Russians then come from a completely different perspective from Americans. While in modern times America has tried to downplay the role of automatic fire, the Russians have always embraced it. It's been working for them for decades because they came at it from a different angle.

It's also worth noting that Russian studies find that automatic fire is more effective, depending on what metric you're looking at. With automatic fire, your hits per shot will be lower. However your hits per triggerpull will be higher. Firing in three round bursts with one trigger pull, you've a better chance at hitting your target than with a single shot. They find that the third round actually has a great hit probability. The second is usually off, but by the third shot the shooter has the rifle back on target. There are studies about this floating around on /k/ somewhere. Note that the 3 round burst functionality on American M16A2 and M4 are unpopular in large part because they're shitty mechanical systems that can get fucked up if you let off the trigger before 3 rounds have fired.

It's also worth mentioning that the Marines are trying to slyly get an automatic rifle for general use back. The M27 is basically their attempt to subvert the system and get full auto fire back for all their grunts.

I've actually wanted one of those. I have only heard good things about them, despite being a Century product. I think it's a worthwhile investment. I do think it's better than a generic AR. The simple fact that it has a gas piston system and not gas impingement makes it a better option for me.
The AR is going to be lighter, you're going to be able to find parts everywhere for the AR, but your likelihood of a good copy of HK91 failing is pretty slim if you take care of it.
I would definitely buy the HK copy before I'd buy an AR if I could only afford one.
