Even the "communism" government type in something like civilization is opposite to "democracy" rather than capitalism, although in actual fact all real time strategy games have socialist command type economies, since it would be extremely difficult to have market capitalism making profit instead of building tanks and troops whenever the player needed them.

Tropico. Largely because setting up your left-wing paradise requires you to still invest heavily in industry and exporting shit. It's possible to do but you'll have to sell out on certain principles. Also keeping wages very low but even happens to make a massive profit for the country. As long as all entertainment, housing etc is priced accordingly and you prevent people emigrating shit works fine.
