Also; you're talking about a rehab center which will also have to operate like a prison due to the involuntary nature of it. BILLIONS of dollars are being made through the sale and trafficking of drugs, with evidence being tossed about proving our friendly neighborhood CIA is just as guilty as Juan and Carlos down south.
