I bet the HDD's are actually "broken" in that someone who stumbles across them wouldn't be able to just plug one in and have it spin up. The seller could easily damage/remove a critical, yet replaceable, component on the control board so that someone "in the know" can fix it and recover the data.

However, just to play devil's advocate, sometimes obscure electronic components become incredibly valuable because they were used in some random, proprietary piece of equipment that won't work with anything except an identical replacement. I've run across a lot of ancient stuff in manufacturing plants that has been kept alive via ebay and scavenged parts because of this.
