Rockwell was a Naval Commander in the war, and didn't become a National Socialist until afterwards. As for Mosley, he was apart of the British Union of Fascists, after all. I believe he was more attuned to Mussolini, who he more consorted with than Hitler. Mosley met Hitler a couple of times, whereas he met with Mussolini six or seven times.
