You're wondering why it looks better than indie games? That should be pretty obvious, indie games don't have anywhere near the budget or manpower behind them as AA games from any period of time. Most of them don't even have professional artists. The tech required to make good pixel art has not changed much at all between then and now so I don't see why you would assume that a game made on a fraction amount of budget and experience would look nearly as good.
