Hardly. The vast majority of nork pieces can only reach the northern suburbs of Seoul. The ones which can cover a significant chunk of the city are bigger and have a much slower rate-of-fire. This neglects that the norks are likely to experience a signficant dud rate, and assumes that they try for a first strike.

While they might be able to achieve an impressive alpha-strike, it's unlikely that that would cause "millions" (or even hundreds or tens of thousands) of causalities baring the use of chemical weapons. Factor in how quickly their capabilities would be degraded by counter-battery fire and air strikes, and how such an attack on civilian populations would be casus belli for complete destruction of the entire nork government, and it's unlikely that they would ever attempt such an attack, even if attacked themselves.

Sure you can. We've been doing it with radar since the 80's, and that neglects all of the advancements in GPS and other precision guidance techniques - and that's assuming that cluster munitions aren't authorized.

Bullshit. Artillery is one of the hardest targets to take out. Arty is impressively mobile with little signature to give it away until it actually fires. Rocket artillery is every bit as hard to take out and it is very obvious when it fires. The Iraqis were able to launch fucking Scuds; yes the US/Coalition(both gulf wars) were unable to fully neutralize Scud sized systems. Add the superior concealment of mountainous terrain and suddenly the Norks can hide an outrageous amount of "fuck you". The nightmare scenario is just what the rounds that land, in and around Seoul, will be carrying. There is a reason most plans are to infiltrate NK and cause an internal conflict; seeing those artillery pieces turn northward in a civil conflict is the preferred result.

Any long rage artillery requires preparation to set up. And supplies and vehicles to maintain.
First makes them static and easy identifiable via satellite. The second one also makes them easy to spot with satellites.
Being dug into a mountain makes them even easier to identify and take out with fortress buster bombs.

They have fortified artillery pieces in range of Seoul that have been in place for 20 years. The terrain is perfect for concealing them.

How much more preparation time do you think they need?
