No, many children masturbate prior to puberty; it's just often not as driven or goal-focused. You may not have actually known that (perhaps you didn't masturbate as a child, or don't remember doing so), but I'm sure other people who would say the same thing as you DO know that and are deliberately downplaying childhood sexuality.
Downplaying children's earliest expressions of sexuality because you think this will somehow benefit them, or protect them from people sexualizing them, etc. is believing that a lie - not a meme, not propaganda, an outright LIE - can be turned to a good purpose. That's terrible thinking. In fact, it just leaves an opening for sick people to argue that if a child CAN be proven to have shown some sexual desire (by masturbating or whatever), it is evidence that they are capable of consenting to sex because they "want" it. No, it's better to freely acknowledge that children aren't totally asexual beings right up until puberty. That in no way means they should ever be sexualized by adults. Your daughter imitating you cooking or playing in a toy kitchen doesn't mean you hand her a knife or let her near the stove. Acknowledging real child development isn't "sexualizing" them.
So…if the fetus in the OP really WAS masturbating, I do not think anything would be wrong with observing that as a literal reality. (The fetus is also perfectly safe from molestation in the womb.) It just seems like a stupid thing to have a very public debate over.
