1: The mosquitos are native to the area, and nothing else has been done to them other than inoculation
2: The disease is native to the area and nothing has been done to it
Then this is really the safest form of control possible.

The rainwater thing you are referring to was most likely the incident in oregon. You can collect a reasonable amount of rainwater in most states just fine. (Colorado being the big exception last I checked)
