It's not a cop game, its a detective game. You do some cop stuff towards the beginning of the game, but after that its almost all searching crimes scenes and interrogating witnesses with the occasional heavily scripted fight or chase.
The map is big but empty, there's literally nothing for you to do but drive from A to B. There are "random" encounters which aren't really random at all.
Overall it is not a very good game. You'd be better off looking elsewhere.
