I don't have the citations off the top of my head, but there's actually data out there that seems to indicate that LSD is actually useful for actually curing depression/anxiety/etc. As in (IIRC), you take an acid trip and there's a decent chance that it resets your brain and "snaps you out" of the depression. People have been doing it since the dawn of time and it doesn't look they're going to stop any time soon. I've not seen any evidence that decriminalisation boosts incentive to use drugs. Pot is illegal in my country, but it's very easy to get and is considered quite socially acceptable as well. I smoke pot, but I don't drink alcohol, just personal preference. It's just nice to unwind after a long week. Not everybody who uses drugs is some degenerate junkie, and even if they get caught with hard drugs, chances are that it's not worth the cost to either society or the perpetrator by putting them in prison.

Really we should just look at if the drug has a high potential for physical addiction. Opiates and Amphetamines as well as cocaine have an absurdly high addiction potential, weed none (although habituation is a genuine concern.) and psychedelics are rarely used more than twice a year by most people over 30 who partake.

Painkiller addiction being so high is largely because they were over-prescribed when people began developing back pain (primarily in the lower back) from blue-collar jobs that require sitting around in a chair all day. Federal regulations changed to restrict access to painkillers, thus creating a massive black-market of people who were previously legally being prescribed the medication and had grown to be dependent on it.

I'm sure they were (possibly intentionally) not given good or clear instructions regarding when and how to take painkillers which helped exacerbate the problem as well.

An addict usually doesn't have the self-control and self-awareness to report themselves and seek help under normal circumstances. What I'm proposing is granting an incentive for them to self-report if and only if their addiction is plausibly a result of changes in government policy. They will still be encouraged to wane off the drugs and learn not to depend on them through rehabilitation (which they will have to consent to), which is infinitely preferable to leaving them to their own devices and likely an early death, hoping to fix the problem only after it's too late.

For example, I am able to see body-language cues that I might normally miss and make connections between seemingly unrelated subjects and objects.
