I'm not sure whether I should be sad that it's delayed even more, or happy that they actually care about the game so much that they'd rather delay it over and over than release a it in a mediocre early access-tier state.

The latter.
Terraria was leaked, and even then it was better than most games at their release. Compare the earliest version to what we have now and they're like night and day. I remember playing it back in 2011 when the Underworld was just added. Pretty much nothing to do except avoid imps and bone serpents while frantically mining for hellstone, which by the way was ten times harder to get then. No way you could mine from inside buildings. The demons were not added yet, they came later. That's how early that version was. But still, working up to skeletron was many hours of gameplay.
I'm confident that Otherworld will be a good game, and I'm glad they are taking the time to release a game that feels complete on release.
