H3H3 is hit or miss. Sometimes he'll hit you with a pretty good line, other times it comes off as him trying really hard to think of something witty. Plus, his reaction format is kind of annoying.

I like Frank personally. For me the ironic absurdism of his videos is just so fucking stupid that it's funny, and unlike other absurdist youtubers it seems like there is a little method to the madness. Another thing, that in my opinion, sets Frank apart is that he's good at delivering lines. You can have two people deliver the exact same line word for word, but one person will do it funnier. Frank, in my opinion, would be one of the people doing it funnier. If I were to recommend a video I would recommend anything where he's fucking with people in public.

One last thing about Frank is that he gets a lot of hate for his incredibly shitty fanbase as many people would point out. They're the kind of people that think the funniest moments on South Park are when Cartman swears.
