People in China or Japan freak out if they don't have high test scores, so they try their best. It's dedication and repetition. In the west, people can shrug it off or study later in life without so many worries that their academic lives are over. This focus on education makes a person able to do better on pattern tests/IQ tests.
Well, when people say "intelligence" they usually mean the whole package, not IQ specifically. But yeah, I get what you mean. The focus on IQ is probably pushed by the Jews, seeing how they score pretty well on IQ tests. My school had IQ tests as an entrance exam. We had chinks straight off the boat who were poorly educated and couldnt speak a word of English because they came from the countryside.
