Corruption does have it's place though, I agree. To serve as a reminder of what not to be when we purge it, for those who would seek to corrupt our virtue.

To be completely honest, it is the parents responsibility. Externalizing Blame is a very Jewish thing to do and calling Child protective services does not ensure the issue will be ameliorated because quite state run family foster care is dysgenic. It would be far more equitable and honest to first tell the parents and see if that elevates the issue before you resort to other tactics that are far more devastating and may play into the establishments stranglehold over freedom of speech.
