Who said that this game was good? The dialogue and non level scaled encounters are good, that's for sure, but in every other way it's inferior to even Fallout 3.

Just yesterday I started playing Fallout 2 and I have the same exact complaints you do.
The controls are really annoying. If you want to just investigate something you have to right click, then left click+hold and then move to the option you want. I don't know why they didn't just make left click automatically move or attack and right click always bring up a contextual menu.
The combat is AIDs. For some retarded reason you can't move the camera or mouse during enemy turns and it takes forever just to get in and out of combat.
Oh yeah and the text box is fucking tiny while the select weapon box is like half the HUD even though all you can do is click on it.
But fuck, the dialogue is good though.

I'm not talking about the pixels, this would be nice, but the engine was programmed by a retard. You can clearly see the screen panning is bugged with a variable speed, sometimes it jumps 1 pixel at a time, other 2 or more, and it alternates.

After a (short)while of this horrible camera panning I get seasick or my eyes burn or my head spins, I just can't stand it.

Too bad, because of this I was never able to force myself to play beyond the first guarded bridge.

Although you're quite wrong about grinding OP. Fallout 2 is a pathetic joke of a challenge and requires next to nothing to beat. The problem is actually the fact that it doesn't properly reward character building at all due to the lack of mandatory game content and the fact that what is there is mostly piss easy.

The problem with both original Fallout games (can't speak on the dumb FPSs as I haven't played them) is that they have all this optional side questing for character building which amount to fucking nothing in the end because there's nothing in the games that ever even asks you to have a particularly well-grinded character.

It is no exaggeration to say that the gameplay in Fallout1 and 2 is flawed on a fundamental level.

At their core, they are obsessed with tabletop dice rolls to a fault. Nearly everything that has a vague skill check has a randomized chance of success. This would be fine if it you couldn't completely fuck yourself over, but sadly the developers had some sort of sadistic thrill with enemy critical hits. The result is that you end up savescumming for damn near everything because you never know when you're going to run into a lucky enemy with a burst fire weapon or some shit that will get a critical hit on you and instantly end your game regardless of how much you've pumped into your hit points or how good the armor you're wearing is. This has a very detrimental effect on all the other skill check mechanics because there's seemingly no point in putting a ton of skill points into a lot of things for the mere chance of higher success when you're saving and reloading throughout the whole game anyway no matter what you do.

And of course all that dice roll crap aside, the games have fucking awful click-to-move controls and a terrible interface. Fallout 2 improved on the first's interface a bit to be fair, but it's still pretty damn embarrassing that they couldn't think up better, less tedious ways to go about picking up and using items or bartering.

Finally, both games are so ridiculously ridden with bugs and unfinished or unrefined material that they undermine huge aspects such as ammo choice considerations or what endings you're not going to try and play for because the damn ending scripts don't even work properly.

It fucking blows my mind how short on mainline content and buggy and unfinished both of these games are when they had the money to pay all these voice actors. I look at a ridiculously huge and satisfying RPG like Exile III released only a few years before them and made by a single guy in his garage and I'm just at a loss for words. What in the actual fuck happened to PC RPGs when developers switched to isometry in the late '90s?

JRPGs go for a story-telling expierence while WRPGs are desperate to be digital tabletop

But nobody that praises 1 or 2 mentions this. The story, setting, and as OP said himself dialogue and scripted encounters are pretty much why everyone who loves Fallout 1 and 2 hates Fallout 3 and 4 and Todd.

I disagree that savescumming is completely required or necessary but crits paired with rolls doesn't turn out well when enemies aren't directly tailored to the characters involved, unlike in a ttg you can't adjust or compensate
the UI is dated but comparable to contemporaries and I agree that click to move sucks dick but overall the game functions well enough for me to overlook a lot of minor ui complaints even today
bugs and unfinished shit do bother me and generally speaking I haven't felt playthroughs be influenced by bugs or stilted by content limitations too much, but it's still definitely something they should have ironed out before release- you can still see dead ends where they wanted to expand but lolbudgetcuts shafted them
VA is probably a huge part of it, there's a reason contemporaries avoided excess voice acting, even if Fallout the first has some excellent VA lying around
Exile III is a bit of an unfair comparison because there was expectations placed on fallout & 2 to keep up with graphics and interface fidelity as "cutting edge" but it did suffer for it- things like the Exile series can be "timeless" while Fallout has worn over time
with buggy shit, ui limitations, and shit rolls in mind Fallout & 2 are definitely flawed, but do you really believe it disqualifies it from being "good"? don't even need to argue on this point, just want to know where you're coming from

Yes. They're tedious and ultimately wholly unsatisfying games. When you're not fighting the obnoxious interface or dealing with random crits or repeating lockpicking or some other skill until it works or dealing with some shitty fucking stability bug that corrupts your save because you carried too many things in your inventory, what else are you doing? The games are completely devoid of satisfaction when it comes to character building because of fundamentally flawed stat mechanics and a severe lack of challenging mainline content. About the only thing I got out of either game was thinking up the fastest way to beat them.

It's really a shame because I wanted to like them, the setting has some good potential. But they are just terrible fucking games.

Aftermath! was grindy as shit considering how skills were raised and trying to get your strength/wit up is criminal and Rifts is worse in every way

It's inferior to Baldurs Gate Siege of Dragonspear. Particularly the writing, the writing in Dragonspear is god tier.

Easily fixable by using the HD patch and putting -doublebuffer -no3d in launch options in a shortcut. Also add -scrolldist:0 to have more scrolling freedom (in arcanum, scrolling dist is scaled in pixels compared to original resolution, and also depends on your character's perception, so at base 8 PE at 1080p you won't be able to scroll without the launch command).

I also like how you judge the game entirely by its poor performance on modern systems, as if that's rare for old games. And yes, Arcanum still has lots of technical and gameplay issues, even with the unofficial patch, but it's not regarded a flawed diamond for nothing.
