You can't make a new internet with software alone. The thing that allows them to control the internet is the backbone/infrastructure. No amount of crypto can change that, especially with all the compromised root CAs, NIC, motherboard and CPU backdoors, router, switch and firewall backdoors, the ability to trace traffic (even if they can't decrypt it) alone, disregarding the fact they can, is enough figure out what services you're using and thanks to the various addressing algorithms, precisely what content you view/post. 1.Make the network totally decentralized. The new internet will be impossible to shut down if there are no central server nodes and every connected computer acts as a part of the network.
2. Everything must be encrypted. This is best way to make the new internet as private and free as possible.
3. Everything must be open source. As soon as it goes closed source the government can backdoor the code for spying.
4. Utilize wireless communication. This seems like the best bet for a mesh network, because we can't expect people to wire their computers together over long distances and we don't want to use existing infrastructure that governments can tap into.
5. Make it fast. Imagine having our own totally free anonymous YouTube, where you can upload all the "hate" videos you want and even share copyrighted content without any fear of legal backlash.
