While the electric universe model does explain what it is, and how it can give off light like that, it doesn't explain what specifically creates the storm or the conditions for the storm. The channel WeatherWar101 can explain that part, it being a mixture of power plants giving off vast quantities of water vapor to feed clouds/storms, and NEXRAD(in the US) or similar doppler radar systems(in other countries) to use specific radar frequencies(that were prototyped at HAARP) to affect/control the clouds/storm.
