I would say there's four main possible scenarios

1: They're not very old as you say. Probably low thousands of years at the most and most of their time has been spent building to the point we're at today.

2: There are multiple ones in competition. A scenario you also suggested. Meaning we have multiple cabals across the world in conflict with each other in some secret war for humanity. Could well be the USA and Russia are on opposite sides but the side controlling the USA/Israel has enough of a grasp on the planet that the ones controlling Russia must appease them on some matters or theres a third group both are in a position where they must appease them.
